    I feel like they did an Arrow-esque take on the costume design for the character - which would make sense considering what they're going for. There was a leak out a while ago that suggested that Shocker's role in the movie wasn't particularly large, leaving him as an "opening act" baddie so as to not overstuff things. Kind of like what they tried to do in TASM2, only they didn't have their supervillain as an actual supervillain at that point.
