    first of all, the opening crawl is the only place you see this information inferred (the FO was rising long before Luke went to Ahch-To). again: it's a false premise.
    Kylo Ren joined the FO, not the other way around. the FO was already building before Ben turned. it has its own goals and objectives that have nothing to do with Luke specifically, even if they acknowledge that he's a threat that needed to be dealt with.

    i'm not saying Luke has no importance, i'm saying the state of the galaxy is not solely on Luke's shoulders.
    Rax probably never even heard of the dude. nor Sloane, nor Brendol.
    and Luke was all but forgotten as far as the New Republic Senate was concerned.
