G-canon was George Lucas canon: Considered absolute canon, it included Episodes I–VI (the released films at that time), and any statements by George Lucas (including unpublished production notes from him or his production department that are never seen by the public). Elements originating with Lucas in the scripts, filmed deleted scenes, film novelizations, reference books, radio plays, and other primary sources were also G-canon when not in contradiction with the released films. G-canon overrode the lower levels of canon when there was a contradiction.

We also have clear statements from George Lucas that he the reason he cut the Anchorhead scene was that it would have slowed down the pace of the film, so the deletion of that particular scene was because of technical, filmmaking reasons but not because the scene contained material that would be incompatible with the rest of the saga.
Furthermore, the scene provides us with important understanding, why young people (represented through Biggs) joined the rebellion against the Empire:

    BIGGS
Luke, I'm not going to wait for the Empire to draft me into service. The Rebellion is spreading and I want to be on the right side -- the side I believe in.

The scene not being canon? Womp rats! The way I see it George Lucas wrote and directed ANH, he is the creator and nobody has whatever right or authority to retroactively denounce parts of his creation / film as "non-canon". Canon is just word, what we do see in ANH and its deleted scenes is STAR WARS.

Suffice to say, I'm somewhat relieved that the Biggs lookalike in some of the behind-the-scenes of RO isn't necessarily Biggs (there is no cast credit indicating his name). Admittedly, the lookalike wears the same pilot helmet, but ESB made it abundantly clear that those helmets aren't really individual designs - as many helmets of the deceased ANH pilots were worn again by snowspeeder pilots in ESB (and again by other pilots in ROJ).
