    He clearly did manipulate it...I could be mistaken but I remember there being a quick shot of him moving his hand and showing the cube move after it had stopped rolling.

    But the question is, what is that scene saying? Later in the movie, Qui-Gon explains that the Jedi can "hear" the will of the force. They then carry out that will. In essence, the Jedi are the active agency of the will of the force. The "hands" of the force, as it were. The force interacts with the "real" world through the Jedi, who are like the mediators between the immaterial "luminous" world and the material "crude" world. So when we're seeing Qui-Gon's hand causing the outcome, we're seeing the "hand" of the force causing the outcome. It says to me, that there is "no such a thing as luck" in the GFFA. There's a proverb, "Even when the die is thrown, the sovereign will determines the result" and the scene is that proverb in visual form.

    Also notice the color pattern of the "chance" cube.

    Pretty much the force told him that he needed Anakin so he used the force to fix the dice
