i'm going to quote a wonderful woman who said this about the saga...

i'm not in the least bit worried about TROS tying other movies together. I just wanna go to the cinema on Dec 19th and see what the galaxy has in store for this incredible family

    :)

Extremely important, however, it’s not his strong suit. IMO, the best thing that could happen is to have JJ collaborate with Lucas and get some kind of amalgamation of “what it takes to save the story” (which I don’t think can be done), and Lucas’s original idea. It seems like JJ has a good enough relationship with Lucas he could build a bridge. However, I also think the Lucas is rich, bored, and bitter enough to sabotage Disney if he tries.

On a similar but separate note, they could pull a “who shot JR”, making TLJ Rey’s dream, releasing TROS and announce episode X is coming. Ballsy, and best case in my opinion. But I’m sure that’s just wishful thinking...

I want a good movie. That is everything. It isn't important to me that The Rise Of Skywalker ties all 9 movies together.

Since this is a saga, this form of storytelling needs to have a narrative link from start to finish. There needs to be a logical and authentic progression of cause and effect from the inciting incident to the conclusion. If episode 9 is to "tie the whole thing together" then it will be doing what is fundamentally sound for this form of storytelling. I don't think we need to see specific character/location/easter egg callbacks to the prequels but thematically it needs to be part of a natural progression. Good epic saga storytelling circle back around to show the reader/viewer a new (and earned) perspective on the principle question or belief of the opening act.

In the Hero's Journey or the Story Wheel or Dan Harmon's story structure, you begin in an "Ordinary World" or a place that represents a fundamental belief about life and humanity. Something causes the protagonist to leave that to find truth and will then return to this "ordinary world" having changed with new insights and tools to see that world in a new perspective and to fix the previously unseen flaws in its underlying structure.

Simply showing a transformation of the way individuals relate to the Force and interact with it to unlock a higher level of existence could thematically tie it all together. OR Having Palpatine in it could tie the whole thing together if the removal of his influence on the galaxy and on the Skywalkers will transform the status quo into a new form. There are a few ways they could subtly and effectively unify the saga and conclude it in a way that feels earned and feels authentic.

If the filmmakers decide to make the saga rhyme by bringing back actual planets to make the return to the ordinary world more literal then that would be a more on-the-nose choice that could still work. They could even bring back small details that may have seemed insignificant on their own but when placed in a wider context could show progression.

Anyway, that was all theoretical, but it was a way to say that YES, 9 should tie up and conclude the saga if the saga is truly a 3 Act structure.
