    If Palpatine's body was in one piece after the fall from the throne room and that section of the Death Star is submerged in freezing water...the body would be mostly intact except for a bit decomposition to it.

    I am leaning towards Palp's being part of a 'Jedi Trial' for Rey, or perhaps when she goes underwater to find something in the downs remnants of the Death Star she has an interaction with his Force Ghost or has a Force back similar to when she touched the Light Saber. I really don't believe that they are going to bring him back in the flesh, but you never know I guess.
