    I'll play spoiler here. While Palpatine surely encouraged it and probably contributed to those accusations, it's quite possible that they didn't originate with him. The Republic had not been functioning well for a while, and that kind of politicking isn't unusual.

    I don't know any of that, but I think it's likely.

    A slightly weird bit though isn't it?

    The senate is ineffectual and squabbling; Valorum isn't ineffectual himself, but accused of corruption.
    But the senate turns out later to also be actually corrupt; and these corrupt guys get their way by accusing Valorum of corruption. Not some made-up sex scandal, but corruption.

    So first Palpatine drops the... baseless, accusations of corruption against the chancellor, but then he casually reveals the actual corruption of the senate/bureaucrats.


    Multi layered.

    ...Which are essentially tied to the Separatist movement that he manufactured through the Trade Federation conflict.

    I was just talking about how the dialogue / arc is structured a bit weird, not about Palpatine not being behind it.

    I'd say he is behind both "corruptions" simply because:
    -why wouldn't he have masterminded this political thing, as well? Occam's razor
    -him having induced the baseless accusations make the way he tells her about it more ironic, and hence meaningful as a piece of dialogue: otherwise it's just "well Valorum's a good guy but those assholes got him pinned down" - this way he actually knows they're baseless because he invented them himself.

    He also got the guy who made sure that Palpatine died killed, along with some other dude, so I wouldn't be so sure of that.
