    Could it be another stylised starbird? They seem to love the avian imagry in rebels, as birds are often symbolic of freedom, which is what our Rebels are fighting for after all. Sabine uses a version of the starbird as her personal artistic tag. I guess it's feasible the starbird symbol used by the Rebel Alliance grew out of such bird symbols used by the fledgling rebels.

    We know that Ezra is from Lothal, and on that planet it has Academy for Young Imperials. Ezra clearly wasn't shy about taking what he wanted and needed before he joined with the crew from the ghost. He could of stole the jacket it from one of the young cadets that was from Mandalore.

    I could picture a young cadet from Mandalore having this jacket as a souvenir and when the EMpire saw it and the symbol made them throw it out. Ezra not wanting a good thing to go to waste found it and started wearing it.
