An english translation of the Star Wars manga has gone online...it has a LOT of Luke and Ben backstory. Is this part of the new canon or does this classify as Legends material?

While it is Canon, LucasFilm has confirmed things are a bit different to better fit the culture of South Korea, and as such, the story falls more under "Grey" canon. So, for the global audience in their understanding, its canon focus is basically everything before ANH :)

Yipes...it's less than two years since the Lucasfilm Story Group announced that "everything" going forward would be canon and vetted from the story group, and already we're getting levels of canon...that's not a great sign. You'd think they'd stick to the plan at least a couple of years.

I wouldn't call it levels of canon per se, but rather creative freedom. When you read the web comic, you'll notice certain things that are slightly different from how they occurred in the film. The films are the absolute source when it comes to canon, but that's not to say that an adaption of the films won't be somewhat different from the films since they are just that, an adaption. Hard Case mentioned several dialogue differences in the children's novelization of ESB for instance, these are done specifically to give the writer a little more creative freedom while adapting the story for young ones, but they certainly don't overwrite the original source material. Basically, outside of of adaptions of film events themselves, you can take what you read to be hard canon ;).
