    Its because of Carrie Fisher.

    She was the First one, brown eyes, brown hair. Coincidence.

    So when Lucas searched for actress to be her mother on the film (Padme), naturaly he chosed actress with same traits, Natalie Portman.

    Of course from the same reason "nature" chosed Daisy Ridley with brown eyes and brown hair.
