While I do agree that the ultimate threat is dark force users, it is still a fact that the guy with the biggest gun is in control 99.9% of the time. Even with Vader and Sheev dead......GALACTIC Empire Budget > Rebellion Budget

Speculation or not?
I would say thirty years after RotJ the budget is equal or it's more likely that the rebel forces have better resources/funding and more allies now.
The OT never stated that the Rebellion was poor or had not much resources/allies. (I think they were inferior against the Empire nonetheless)
I played the old PC X-Wing game, the Rebellion had old spaceships but they created in secrecy the X-Wing, this vessel was superior against the Tie Fighters.
It helped the Rebellion to match the Empire in the long run. (It was a Quality(Rebels) vs Quantity(Empire) challenge)

 

I get where you're coming from, but this is a limited argument. Yes, Disney's primary goal here is to leverage and nurture the asset they purchased so they can increase it's value a thousandfold for the next thousand years. And yes, some soulless studio exec's opinion on how to do this may be to rehash the empire as a villain. But the more successful execs would know from experience this is not the only way to maximize this product. You could have any number of new military or mystical threats that make sense within the narrative logic of this universe and also check the boxes on the list of blockbuster requirements. All of them lead to cross-platform merchandizing opportunities.

Regardless, we have evidence that the story they moved forward with is consistent with real world historical precedents for how empires decline. Agreed this is a fantasy story and they could have gone with a story based on the premise that a galactic empire that governs an area the size of roughly 500 million thousand stars collapsed in a single night, but they did not.

 

It's getting too quiet for rumors and we still have a while till the movie comes out.
