    I was watching this scene tonight and for a long time I've wondered to whom is Snoke referring to. Is he referring to the Jedi as a whole or to a particular individual?

    Snoke suspects (or knows) who "the girl" is and is referring to her being able to be trained by Luke?

    Then when there's a younger and strong Jedi with a master behind her the Jedi can rise?

    That's what I inferred.

    It's definitely plural. Snoke, being the key reason why the most recent Jedi massacre happened, didn't want more Force-wielders to worry about. Think about it - if Ben could have killed Luke then and there, then Snoke would have absolutely no concerns at this point.
