So, this is simple, and I will keep it brief.
It is likely that when Padme' and Anakin left Tattooine and arrived on Geonosis that Padme' left her hood/cape.. whatever on their ship. I would assume that the ship would have been retrieved at some point. Perhaps Anakin held onto this article of clothing, even after becoming Vader. Or what if when Vader returned to Geonisis (which he did in comic book cannon), found their abandoned ship and retrieved it then? Now fast forward 30 some odd years, where perhaps Ben solo/Kylo Ren comes into possession of a lot of items left behind by Vader...with this hood being one of them. Now, of course he isn't going to want to wear an off-white garment, so he dyes it black.. The pattern does seem a bit different, but with age and the fact that Star Wars in't known to nail down every detail... it is possible. Just as possible as Kylo's scar being in a different spot.

After all, Kylo does like to use relics of Vader when and where he can.

    See the images.
