If Luke is Rey's Father, could Captain Phasma be her Mother?

Its an example of people from one family being heavily involved in significant events from the real world.not trying to bring in politics. Not even a supporter of them but its a convenient example. Also not that it's helped the family luck but Luke is descended from royalty.......

It is fully possible that Hux & Plasma are bro-sis. They might be Skywalkers too but completely hate Luke for some unexplained reason.
It's been reported/known how Luke is now hated by the KoR & the First Order. He's seen as a war criminal & evil scumbag.

This misinformation & propaganda seems to tie into Han's bits of dialogue: "It's all true, all of it."
This storyline is parallel with the real events of Nazi Germany in the 1930s. The Nazis staged things or lied to gather more support. It's widely known JJ & Kasdan based the new bad guys & motives on the Nazi-Axis powers.

Also, kinda already happened in EU, the last skywalker (Cade, 100 years after ROTJ) was son of a jedi and his mother was both an higly imperial officer and a bounty hunter

that is a story line here I think. The bad guys portray as the good guys.. I like the idea of Hux and Phasma as kin.
