In the book Ahsoka, the Sixth brother is on the planet Thabeska targeting one of the Fardi children to not kill, but to capture under orders, due to the rumors of one of them being force sensitive. We know earlier in the book, that Ahsoka had spent time with this family, and recognized it in one of them, but the Inquisitor (the sixth brother) doesn't know which one it is, when he is directed to go and look for who we know as Ahsoka.

IN the book, The Secret Academy, one of the Servants of the Empire series, Brendol Hux is in charge of an Academy, and that Zare Leonis has gotten himself off of Lothal to go to this academy, because his force sensitive sister was taken there. We know there is some place where these children are being kept and that it doesn't sound very pleasant. They aren't part of the academy, but they aren't killed. They are used for some purpose, but what? Other children like that found and taken there.

Then in Aftermath: Life Debt, what's left of the Empire, Rax and his committee, and the emphasis on the children. We know Finn was kidnapped as a child to be a stormtrooper, and they wanted Brendol Hux and his son because he was a child, we can understand wanting to raise up people from the beginning much in the same way that the Jedi raised Force Sensitive children from a young age, even children not force sensitive for loyalty. Anakin being told he was too old in the Phantom Menace by the Jedi. We also know from this series of books, that Jakku is something special, and that same book, Rax was taken under the wing of the Emperor as a child and given a task.

This brings me to Rey. I know it's been debated is she a Skywalker, isn't she a Skywalker, etc etc, but regardless of this, I believe she was always on Jakku. What if someone (maybe Snoke or someone First Order related) saw the force sensitivity in this child Rey (much like Snoke targeting Kylo Ren from when he was young which we learned from Leia). I don't think she was being protected being there. Jakku was the same planet with the weirdness that Rax, as a young boy, was left by the Emperor for whatever he thought was important about that area he was in. I know the story group is planting all kinds of seeds all across the media, books, tv shows, etc. Someone may have known that Rey was always like she was or had the potential to be.

(I put this in general because it goes across, books, comics, movies, etc.)

It's just they seem to be peppering that fact a lot. One thing I left out that came to mind after writing that, was the episode of Rebels about the babies stolen. There is a reason they are putting it in so many things.
