    The main plot of the movie is "we need to find Luke Skywalker, everyone is looking for Luke Skywalker." And you have Rey's response to Maz's "the belonging you seek is not behind you, it is ahead" be her immediately saying "Luke." No, you pay that off HERE in THIS. You don't make even finding him a cliffhanger (especially since the film already ends on a cliffhanger anyway) just to, IDK, make it more like ESB, or for the sake of doing on.

    Plus Disney had to know that some fans would already be disappointed that Luke only has a 30 second cameo at the end where he doesn't speak. So they probably thought to themselves "we have to at least put him at the end. Just to let the fans now that, yes people, he's going to be important next time, we're not going to make you wait for like a third of the next film as well just to finally see him.

    ..and he will do a great mentoring job leading her to the right path. This Ach-Too planet seems like the perfect place for that purpose.
    ..and hopefully Luke - while dwelling on Ach-Too beside Rey - will be able to convince himself that HE was NOT the reason for Bens downfall.
