During the Dubrovnik speeder chase there are 3 different speeders that get destroyed. Seeing the "CPBD" officers makes me think that law enforcement is on someones tail and the leaked scene is a police chase gone awry.

The 3 different speeders (in order of crashing) are:


The "fancy" speeder, which is stationary and gets crashed into:





The "law enforcement" vehicle:







I call it law enforcement because it's the same speeder that was at Banje Beach along with the officers:





And finally a tan speeder, which crashes into a wall at the end of the street:





I'm not sure who'll be in the tan speeder, but Chloe Bruce in Dubrovnik makes Rey a likely suspect, since Finn and KMT are stealing a long horse so they can come upon the aftermath once everyone is gone:
