    This has been my best guess--A bunch of Imperial fiefdoms with access to LOTS of nasty hardware. The comparison has been made before on another great thread, the post-Sheev-and-Vader Empire would resemble the Soviet bloc after the breakup of the USSR.

    The Tarkin novel and the ANH scene in which Vader finds Admiral Motti's lack of faith disturbing portray most of the Imperial leaders as bickering, self-serving, small-minded, obsequious rats--not a group that'd be willing to put personal goals aside for the good of the group and play nice together. Tarkin was the smartest and most pragmatic of the bunch, and he went kablooey.

    There can not be a true empire without an emperor, the single supreme authority. Imperial Oligarchs could be the Moffs, but this would define an oligarchy, not an empire.

    I have had a hunch lately that Lupita is playing The Empress. I can't really say beside loose speculation, but this same variety of speculation led me to the conclusion that Gleeson was an imperial, and Andy Serkis was the big bad sith (which both seem likely now) where others told me I was wrong.

    The two things I'll point out are that Lupita is said to play a political figure and that her code name is apparently Rose, as in Empress Rose. I believe that "Rose" is connected to a different character, but that doesn't mean the reason isn't the same for why it is used.

    I know, this would seem to be a long shot, at least in terms of the reasoning, not nessisarily the idea itself, unless such a thing has been debunked by the better informed.
